Make sure to check their knowledge and skills in depth, are they really capable to design your site and meet your specific requirement within the timescale?
Normally few freelancer pose themself being a good designer but in reality they do outsource your project and get designed it by other less qualified designers.
A good web designers with high proficiency and creativity will come out with new concept and will understand your actual need more closely and will add attribute to impact it.
